USTR Publishes HTS List for Section 301 Tariff Increase

Following last week's notice of proposed increase to current tariffs on China-made products issued, the Office of the US Trade Representative published a bulletin on May 22, 2024 to further outline the timeline and specify the impacted HTS codes.

 

The full list of tariff numbers subject to the increase can be found at  USTR FRN Four Year Review Proposed Modifications fin.pdf . Those listed with 2024 implementation dates will come into effect on August 1, 2024, while any items showing subsequent years will become effective on January 1 of that year.  Some products increase to 25% tariff, while others are set to increase to 50% or 100% tariff on top of standard duty.



Solar manufacturing equipment intended for US production of solar products will remain eligible for 19 temporary exclusions through May 31, 2025, while a new exclusion process will be deployed at a later date to allow for relief on certain machinery classified in chapters 84 and 85 when used in US manufacturing.



The USTR will also open a comment period from May 29 through June 28, for any interested party to submit feedback on these modifications.  A preview of the questions available for comment will be posted on May 24 at https://comments.ustr.gov/ and submitters must ensure to post details using the proper docket here when the submission period opens.


There remains no update with respect to current exclusions set to expire on May 31, 2024.
