Effective July 1, 2024, importers of cosmetics products must have registered their facilities with the Food and Drug Administration (FDA). Additional details can be found here. At the same time, the FDA requires a “responsible person” to provide a list of all cosmetics products (including their ingredients) marketed in the U.S. The “responsible person” is defined as the “manufacturer, packer or distributor” of the cosmetics product whose name appears on the product label. FDA has provided this list of cosmetic product categories that are covered by the regulation.
At this time, the registration number or other cosmetics-related data are not required data elements as part of the entry process although this is expected to change.
